Yes and no. Nowhere in the world is any younger than any other part. The most the new year is delayed on a technical basis is a few hours for the differing time zones. However, much of africa is very backwards. In some places they are stuck further back than 1999. Africa is the only place in the world where indigenous hunter gatherers still exist as just that.

Somalia, figuratively speaking. If you saw the movie "Blood Diamond," it mentions that there are still 200,000 child soldiers in Africa. So there are many places "still in the year 1999," as it were.
