Both of our dogs did it as a form of stress release. (like a person who bites their nails) We were never able to make them stop.

She might have a skin irritation that is causing her to itch. It may also be fleas. Or she may be under stress. Best thing to do is to take her back to the vet and have her checked out again. See if maybe she is immune to the antibiotics and if the vet will prescribe something else. If your vet can't figure it out you should take her to a different vet. If you can't afford to keep taking her to the vet you may try putting some bandages on her feet to keep her from chewing on them and let the hair grow back in. You can get some bandages that are like ace wraps from the vet's office and usually from pet stores. You will want something like that put on a horse. You want to put it on tight enough to keep it on but not to tight so as not to cut off circulation. She may also be allergic to something in your yard and you could try washing her paws with a mild soap when you bring her in. Hope this helps.

The dog could be allergic to something or stepping in something that is irritating its paws. Look at them closely and the area the dog runs in to see if anything is there ....... thorns, liquids, etc.
