There are no real leader in this world. US and the gang like Britain, Australia just acting like they are the official world police. UN is the inheritance from the world war 2 and the allies that win the war that include US, British, Frace, Rusia and China get the permanent chair in the security council. This give them the advantage to carry out their own agenda. Since there are no other any country that could balance the power of US after the fall of the Soviet Union, US and the gang could do whatever they want. But nowadays, the rise of China make the US feel worry since China is a big country and has a very high population of people.
