Congress cannot pardon anybody. they don not have the authority to pardon anyone. the only people that can pardon people is the governor and the president. However, the person seeking a pardon must first apply for it through the pardons board and ifit gets past the board then it is heard by at least a panel of three which would include the governor/president, secreatry of state-state level or federal level, and the Attorney General respectively also. no legislative branch whether state or federal level can pardon anyone. only the pardoning executives of the pardons board.

Actually I think they can. But an Exucutive Pardon, (prez) is more gooder.
It wouold have to be some extreme case where the president,vice president, speaker of the senate and the house could not be found and the pardon was needed asap. That is what the checks and balances thing is.
