You could use a site builder such as GeoCities right here on Yahoo. It is easy to use, and you don't need to know any codes (i.e HTML, XML, JavaScript) although you can use code if you wish. You could also use FreeWebs, which doesn't give you as much freedom as GeoCities.

If you're looking for something more full-featured than the free sites, the company I host my domains with (JaguarPC) accepts payments through the mail, or you can pay them using PayPal.
