because your depressed you wont be paying attention,and your reaction time will be poor.essentially youll be as good a driver as the idiots on the cell phones

Probably for the same reason that people who have the flu or any other illness shouldn't be driving a car -- their ability and judgment are impaired.
Worse yet, some depressed people actually use a car to commit suicide. However, the vast, vast number of people who are depressed, or even suicidal, never use their car to attempt suicide.

He apparently has decided they could be dangerous.Decision making is impaired at some point during depression.so, Watch out for the other guy.

Agreed with the 1st answer.... the impaired judgement & a lot of suicides are committed using vehicles.

Depressed people won't be able to concentrate when driving and that would lead to accidents.
