Rutherford Hayes won the election when Tilden's majority failed to translate into an Electoral College majority and Hayes and the Republicans carried the House. (There was an argument over electors that was decided by a non-bipartisan commision that recognized the legal electors from three Southern states and not the bogus electors sent in competition by Democrats wanting to throw the Northern influence and Rconstruction out.)

Oddly, the Democrats controlled the House so just how Hayes carried the day has been open to evidence and imagination. Depending on how one defines bribery, one could say bribery took place. The biggest bribe of all was Hayes offering to end Reconstruction. Perhaps this sell-out for a moment of power is why 95% of Black voters slavishly vote Democrat.

As several people have pointed out, A is the fact in this question. However some of those who answered seemed confused about the origin of the solidly Democratic vote among African-Americans. From Reconstruction up to the 1930's, most African-Americans voted solidly for the Republican party. In the segregated South, black voters weren't even allowed to vote in Democratic primaries. The shift from solidly Republican to solidly Democratic began to change some with FDR's New Deal, later Truman's Civil Rights enactments, but the major change occured in the 1960's when JFK and then LBJ began to support the push for newer Civil Rights laws, while the Republican party began to move to the right and court Southern white voters who were against school busing and affirmative action. By the 1980's the switch was pretty complete and most black voters were solidly Democratic, while the formerly "Solid South" of Democratic white voters had switched to where most Southern white voters were in the Republican column. The 2006 elections were a good example, where the only region the Republican party did well in overall were those states (Ga.,Ala.,Tenn., etc.) that used to be the Democratic "Solid South."

Samuel Tilden received the majority of the popular vote. He got 51%. He also had 184 electoral votes one short of the majority at that time. The electoral votes in Florida, Louisiana, and South Carolina were disputed but a 15 member congressional electoral determined that all three states should go to Hayes who won with 185 electoral votes.

Rutherford Hayes also appointed the first Black Sheriff, that is why blacks vote democrat as well. Reconstruction Act. the answer is A.
