Usually if you arrive in Singapore without a visa you are given either a two week or a four week stamp , nothing to do with your clolour, though some nationals require a visa before they fly.

Most countries require you to have proof of onward travel plans so they can be sure you are not an illegal immigrant though not all check everyone, so yes it is best to have an onward air ticket when you arrive though it does not have to be a return to where you came from.
