Can I get my ipod 30gb to shuffle/mix a playlist when it is not on itunes?

YES!

In a menu, highlight the song you want and hold the center circle down until it flashes.

Once you have done that to all the songs you want on your new playlist go to Music > Playlists >On the Go

In there will be the music you just saved! There's an option for you to save the new playlist, do it.

Next time you connect iTunes, you can rename it!

I don't know how to shuffle a playlist, though.

Yes if you set the Shuffle setting to 'Songs' then play the playlist.

Main>Settings>Shuffle

You should see an icon in the top right.
