But i moved something.. but now when i try to go to fix that tv it flickers and i cant see it keeps moving up down up down.. How do i fix this!!!! i really want to use my computer for a MONITOR

Make sure all your connections are good. Leave your TV on and completely shut down your computer and turn it off with the back panel switch or just unplug it. Start everything back up again. Let your system go into windows. Is it fixed?
Sometimes video cards with TV out reset themselves to a different video mode. You should go into your setup and make sure it didn't switch to PAL mode if you have an NTSC (North America) TV set, or vice versa. Trying to view a PAL signal on an NTSC set looks exactly like you describe. To change it on mine, I go to Start > Control Panel > Display > Settings > Advanced
This is where it may be different for you....
I have an ATI card and I use their Catalyst Control Centre and the setting is under Graphics Settings > TV Properties > Format > select by signal format > M/NTSC

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.

look on the TV for vertical and horizontal hold, these will make the picture jump or move, adjusting them will straighten it out.
