First, is the signage and advertisement (gotta bring them in). Paint specials on your windows. Are there other non-diner businesses in your area? Print out some discount coupons for them and their customers.
Next, EVERYBODY treats your clientele with a 'hello' or 'how are you' (with a smile), that includeds waiter/waitress, cooks, table clearer. The cook at my favorite diner is somebody i talk to often (when he's not busy). Pay attention to little kids. Give them a little 'gift'. It doesn't have to be all the time. A cookie, a quarter for the video game or gumball machine.
What you do before your customer gets their food is much more important (heck, everybody is happy when they're eating). I could go on and on. Put yourself in your customer's shoes. Do you want to wait in line when you called in an order? Especially if you only have a half hour for lunch? Wish you the Best of Luck. I always support the local store or diner.

I repeat if I am treated with respect, friendliness and clean. Make me comfortable and I will come back. Give me my monies worth with good food. Offer lunch special (student special but let anyone buy it) and people will come back for dinner. Everyday do something for nothing such as free drink with hamburger and fries, but make each day different, remember your employees can either make or break you hire loyal people and practice happy people are productive people. Do this and word of mouth should get you some business

people dont always visit a cafe just because of the food and prices. besides great food, you should make the cafe a place that makes people feel at home. make it a more personalized experience for people - talk to your customers, and remember them when they visit again. also, nothing draws in the crowd like excellent service.

Irrespective of where you are but if the taste of the food is delicious, there will not be a problem for the crowd. Need to visit your place to find out and probably can gove you more productive advice.

you may think of adding additional things other than food. Such as, live acoustic music, poetry readings, have a used book section, trivia nights. Good luck!
