Allah is not my name for G-D but I will still try to answer since he is one and the same my brother. So Yes he is in all forms, means he is in us all. Whether or not he wishes to manifest in a human being like he did in Jesus per say, that is possible yes. But there is a little bit of G-D in all of us. Every single living being, all the universe is his creation so there is a part of him in all. But in humans he manifests with our souls. Therefore this is why we are all his children, no matter what big, small, ugly, pretty, what ever. Although it is said that G-D will not appear before the faithless, cruel, tyrants, etc., only his loyal people.

God can and did.
He revealed himself as a burning bush to Moses
He was born to a woman and walked among us....
Why? Because it was part of his plan for our salvation.
He had to get Moses' attention in a way Moses could understand
and he became man so that he could take on the sins of the world rather than leave us to whallow in our own filth.

Gods real limit is not being able to change his own form to match Human form at will alone. He had to use Mary to bring himself as close as he could to take human form. God did not make man of his own image, instead God created man of his own imagination.
