You can register a pitch on line with the Writers Guild of America for twenty bucks. (www.wga.org).

As for where to pitch it, I'm sorry to be a downer, but unless you're a celebrity or a well-connected showrunner, your options are limited. I had to work on reality shows for just over five years before I had enough cache to go in and pitch, and even then, I needed to align myself with powerful, respected showrunning producers to get in the room.

There's a number of websites out there that claim you can sell your reality tv pitches through them, but I have no idea how or if they work.

Don't be dissuaded --- just know that you're entering into an arena filled with many people who already have a leg up and have well-packaged ideas ready to go.
