LCD or CRT monitor, this makes a difference. You could run a utility called "Dead Pixel Fix" or remover, something of that suite. Also check for any form of a Magnetic field, this can cause color blurs.

You just might have "pointer trails."

cl Start
Settings
Control Panel
Mouse
Open "Mouse" and check your options - kind of pointer you want, if you want pointer trails, etc.

Can't think of anything else to try. It's worth a shot.
