You have what is known as dye transfer. You need to try a product called maxi cleaner which was designed for this purpose.
This is a specific water based foam cleaner for leather and is the best thing to try first. This is a very strong cleaner and should be used with care, it should not be used as ageneral cleanewr but only on the areas affected.

If this doesn't work you will need to call a leather technician as the next step is the use of solvents which will almost certainly remove finish and pigment which will need replacing.

You should also be using a good water based leather protector on your leather which will inhibit dirt and grease from soaking into the leather and make cleaning easier next time.

Please DO NOT use anything containing oils, waxes, silicones or solvents as these will damage your leather.

Baby wipes are just about the worst thing to use on leather furniture as they break down the finish.

did you dye the chairs ??? or spill some dye on the chairs or is it from peoples pants ???
If you've tried leather cleaner from the store ( almost anywhere they sell auto parts or leather, they sell leather cleaner) If that doesn't work, take to a professional. I would not attempt to clean leather without the proper knowlege..

I would try leather shoe cleaner, It works to get the blue jean stain out of my white leather sneakers, you know when you have new jeans and they get wet on the bottom and stain your shoes with blue streaks? Its pretty much the equivolent of undiluted laundry detergent.

Could try using saddle soap. It not only cleans it nourishes at the same time.
