The most common way to measure velocity is to measure veloecity pressure and static pressure. Then calculation the air velocity based on the pressure exerted over a known area, subtract any static pressure (such as air forced through a duct) from the velocity pressure before converting to velocity.

If I wanted to measure wind velocity with a simple device, I would mark a distance of x number of feet. Take an inflated baloon, release it at the start mark and time it to the finish mark. Then simply do the math.
