The number of arms is how power full the God or Goddess is. that is what I have read I am not educated in what they mean I wish i was.
When a person educated in the symbols looks at a statue of a God or Goddess it is an entire sermon in a picture or a statue. It is a very beautiful thing in my opinion.

In the Hindu religion according to discover channel the gods have duel personalities. Like the blue lady with four arms has weapons in two arms in some art and is tending children or doing domestic tasks with the other two.
