Yes, the petrol will obviously flow to the engine and will slowly evaporated and lost. So it's better not operate on accelerator when not in use.

Always give year, make, engine size and model # when asking questions. We need "all" of that info to give an informed answer.
If you meant to ask "When the bike is parked and the engine is not running, will twisting the throttle cause my bike to consume fuel, eventually draining the tank?".
--If the bike is fuel injected - no
--Regular carbs - no - there needs to be a vacuum from the engine (pistons moving up and down in the cylinder, creats the vacuum) to suck fuel into the engine.
--Some bikes have carbs with a "fuel enrichener" - when the throttle is opened, a lever pushes against a diaphram and pumps a small squirt of fuel into the ventury of the carb. The vacuum of the engine pulls that additional fuel in to give the engine an extra burst of power. The most that would do, if the engine was off, would slowly flood the engine and fill up the air box with fuel. But to drain the fuel tank, you'd have to keep turning the throttle constantly for about 2 days.

A fuel injected engine will not use any gas if the ignition is off. A carbureted engine will have a small fuel pump on the carb. It will put gas in the engine with the ignition off when you twist the throttle until the fuel bowls on the carbs are empty.

Yes, Though not the amount engine consume when it is ON,
only due to gravity as fuel tank is placed at higher level and plunger is pulled up when accelerator is twisted giving the way out but as piston doesn't move there is no suction force but seepage to engine may be.

This sounds like a philosophical question. Your bike must contend with entropy, which causes it to slow DOWN when not being propelled forward. So as asked, this is pretty senseless, and can't be answered. Either provide more details or rephrase the question.
And tattie's answer is just plain stupid, because when the engine is turned off, you can open the throttle all the way and not use any gas, because the carbs work on a suction principle--the suction is caused by the pistons and valves moving, which they AREN'T when the engine is off. The little bit in the accelerator pumps in inconsequential, so repeatedly twisting the throttle will only put a very small amount of gas into the intake manifold until the pump reservoir is dry--less that an ounce.

It seems u mean by accelerating is u r twisting the accelerator just as the children or kids play on the standing bike.
If u mean to say so, "NO" is the answer; obviously. The fuel is consumed only if it is ignited. The engine is kept of then there is nothing to ignite. No fuel consumption.But, if u mean by accelerating ur bike when it is not running but standing on a place & if the engine is on... like on the traffic signals... yes it definitelyy consumes petrol.
Now, u need to either rephrase the question with the right words if the above answer didn't satisfy ur querry.

If you keep turning the throttle you will flood the engine with gasoline, whether it's fuel injected or not. This may cause the engine to backfire but it is relatively benign...meaning it won't do any damage.
You will need to wait a few minutes for the gas to be evacuated in order to restart the bike

it depends on what kind of bike... a fuel injected bike will not put any more fuel into the system if the system shuts off. no pump or anything to trigger the injecters to fire...
on a carbed bike you can keep twisting the throttle on and off and depending on how much fuel you have it will keep squirting fuel in....

most bikes no. regular gravity fed carb type bike will only take in fuel when the is being turned over by the starter or kick starter

I don't know how you could accelerate your bike with the engine off, unless you were rolling down a hill. If the engine is off you're not wasting fuel. Mechanics 101.
