Many sites have codes of pictures that you can copy and paste into the comment box. If it is a personal picture (one from your own computer), you will need to create an account with a photo sharing site such as at photobucket.com or imageshack.com and once you upload the picture there, they give you codes to use that you can place in comment boxes.
Make sure too that the person you are trying to comment doesn't have an HTML block. If they do, there will be a message above the comment section telling you HTML code has been disabled. Then no codes will work on it unless the person changes it on their account settings.

After upload completes there will be generated code on the right, just click the HTML Tag - Websites & Blogs and a yellow box will show you have copied the code.
Log into myspace, go comment on someones page. Right click and paste code, preview and it will be there.
