Find out what's wrong with you're computer first. Safe mode is only for recovering files when your computer has crashed - it's only meant for temporary use. Switching to 256 colors should be the least of your problems.

Locate your systems preferences. Within this preferences, locate the monitor or display settings. Click the display tab and a drop down will appear, select the desired setting 256 color and maybe the refresh rate setting as well.

If you're in safe mode, you're stuck with 16 colors. If you're not in safe mode, just go to the display properties in the Control Panel and change it.

safe mode means you are using windows rite? safe-mode is using to diagnostic windows problems and THEY don't need much colors indeed. So microsoft never suggest their customer using windows on safe-mode.

Safe mode is for when there is something wrong with windows!
