I can't understand why, everclear is 190 proof, which is just as strong if not strong then moonshine.

because you can't make alcohol in your home. this is part a money law and part a safety law. the tax on alcohol is worthless is everyone will make it at home. and I personally won't trust some brewing homeaid alcohol to ensure me it was made correctly

moonshine is made in home distillery's. unsafe, unregulated and untaxed. its not illegal to make it and keep it for self consumption. the same with beer and wine.
