for allowing installation of floor tile with questionable floor soundproofing on condo units and not requiring a city permit, contractor's license or blueprints. i live on florida. thank you

You can sue anybody for anything. The question is, "Can you win?" What you describe sounds like you don't have a case but I don't live in Fla either. Good luck

Better have all your ducks in order here. We talking new construction or remodel? New construction, if not up to city specs and rules, you go after the builder and raise a stink with city too. Remodel is dicey. Permits may not be required for small remodels. State would be the one to contact about no contractor's license. Blue prints not necessary for remodel.

You need to get your facts straight and in order and then talk to an attorney.

Probably not, normally your Association Responsibility/liability applies outside your Condo such as side walks, hallways, hallway entree doors, stairways, wash/drying area, parking designation areas, trees, trash area...etc. If your a Condo owner you may remodel, update anything in your apartment without a permit depending on your state. However, if, the owner tampers with structural beams, post or supporting walls, and outside of his Condo such as Handicap ramps, Additional access door to laundry areas, they would need the Associations Approval to remodel, and depending on the cost the Assoc. may request for a building permit. My Condo is on Private Property, and away from the city/public access roads.

Nobody I've ever heard of needs permits or blueprints to lay tile. Licensed yes.

it depends on your city whether they need permits or not. like the other guy said, check with you city building inspector about needing permits for the work done
I doubt whatever they did was substandard, from the tone of your note, it sounds like you just dont like the way things turned out.
You dont need a contractors liscence to do work, it just sort of gives the customer a little bit of protection if something goes wrong

no. you can't sue. however, you could probably get a reduction on rent or association fees
