Also you can define a function in script scope of your HTML source code that has a timer and changes the pictures of banner in a interval of time.
Visual Studio:
You can use the help of Add Rotator control of Visual Studio.
it get the XML file, and change the banner pictures as you want.

What is a banner? A static (.jpg format) or a dynamic (.gif format) picture. What you need is the html code that directs you to this picture.
You can create the image in Photoshop, save it somewhere and write the link to it. Here is a good example:
