Why in the song Chop Suey the guy in the system of a down band say that angels deseve to die? Does he not believe in god or whats going on?

he says he cries when angels deserve to die. I think this means that everyone has faults and maybe he's just sad at so many bad things going on.

angels dont always have to mean angels like in heaven an angel can be a good person, an attractive women, even a dessert

this song is about one the guitarists' brother who committed suicide. "i cry when angels deserve to die" simply means (imo) that everyone was sad when he died.
