It's overblown. The theory is that the blue dogs will join with the republicans on legslation. In practice, any "blue dog" who makes a habit of this will face the possible loss of committee seat, loss of support on legislation that supports their district, and other sanctions. This is the same reason that socially liberal republicans rarely stuck their necks out to side with the dems on most legislation.
