He's human. That's why he is so 'emotional' about weither or not to terminate Rachael. He has 'feelings' for this replicant. Though Rachael herself demonstrates a replicant can show programmed emotions to make them seem 'more human than human'. When Deckard is looking at his surroundings, he isn't giving mechanical stares, but actually taking in the area as only a real human being would. I think you've come up with a good idea for a sequel though! :-)
