If it is off, leave it off. Let it dry COMPLETELY!!! Once it has, try to turn it back on. Wife actually washed a pair of my pants with a cell phone in the pocket. Didn't notice until she went to transfer clothes to the dryer. We let it dry out completely and them turned it on. Worked fine. Now if the cell phone was on when it fell in the water, it is possible that it shorting out damaged the phone. You won't know until you try to turn it back on. But wait until it has dried.

It may or may not be able to be salvaged depending on the phone and how long it stayed in the water, but you have little to lose by trying.
Remove the battery. Dry off both the battery and the phone by blotting them with an absorbent towel. Hold the phone at every angle (face down, antenna down, port side down, etc.) and gently shake it to dislodge any water from the crevices, and blot dry again.
Then leave the phone face down on a towel for a couple of days. After a couple of days, replace the battery and see if the phone works. If it doesn't, it'll require professional repair or replacement.

Disconnect the battery and let the phone dry out. Take a hairdryer and let it blow in to the phone. Then pray it works a few days later when you attempt to turn it back on. I have dropped my cell phone in a bathtub and it is still working today. Cell phone companies will tell you to buy a new one but sometimes they will still work. Also, you might want to check your cell phone plan with your provider. I have always taken out insurance against lost, stolen, or broken phones. There is a deductible but if your phone is pricey it's worth it.

separate the battery from the cell phone and dry them. once you're sure they're both dry put the battery in the phone and turn it on ( if you can) and see if it works. if you get a searching for network message, the phone wont turn on or it keeps going off, you might try replacing the battery. if that still doesnt' work you're going to need a new phone. (if you have insurance on your phone try getting a replacement, or go to your local cell phone provider store to see if they can fix it for you, as well)

If you have dropped your phone in water you can kiss it good bye. Due to the fact that the circuit board is made with pressed cardboard and when it gets wet it expands and you pop diodes and hence your phone stops working now if you just dripped water on it most likely it will be fine Also, depending on who you have your service with they will not try to fix it, because most batteries have a water mark on them that when they get wet they change color. If is has changed color, it will not be covered under warranty, due to misuse.

take the battery out and shake out the rest of the phone .. then open the phone (like flip it open) and let it dry completely .. then put the battery back in and turn it on
hopefully there wont be any long term damage

Let is dry on its own. and if it doesn't work, I hope you got the insurance. Tilt it on its side the water may run out.
