Can the save data be loaded and/or used on a new copy of the broken game?

Yes. The memory isn't saved on the disc, they're not rewritable. The memory is either saved on the Hard Disk of the console itself, or the memory disc as you say you've done. All you need is to rent or buy another disc of the game and you can load your game. The DISC itself has nothing to do with the saved memory.

yes because it is not saved to the disc but to the memory card so if you put a new one in it works

in case you purchase a similar game disc it definitly works. one in each and every of my video games broke yet i offered yet another one and it worked as long because it grew to become into saved to a memory card. it somewhat is going to be nice do no longer difficulty! :)
