There were two shows like that. One was a British series called Spitting Image, that had puppets of the royal family, Prime minister Margaret Thatcher and other celebrities in funny satirical skits.

The other was an American made show called D.C Follies, that had Fred Willard Playing a bartender and all these celebrities and politicians would drop in. Sid and Marty Kroft made all the puppets. Hilarious show that only ran a couple of years in the late 80's

The only thing I can think of is Wonderama, but I think that was over before the 80's. Bob McAllister hosted it and it was a 3 hour program on Sundays, I think. It had songs like "Do you have an aardvark?"

it was spitting image and they also used the puppets in a video clip by this band called Frankie goes to Hollywood, it was very funny indeed.
