Contrary to the conspiracy theorist...no they can't.
And even if they did...it would be illegal and the SEC or the ethics committee would find out.
Most politicians have to get rid of many stocks that would influence their decision making. IE. Cheney had to get rid of his halliburton stock and lose interest in any stock options.

Countries and taxpayers PAY $$ (war cost them $$)

No! They would actually have to spend more money on troops, weapons, vehicles, etc. They actually lose more money from wars. Also, if a war really tear's up the place, they have to spending money on a recovery.

The president could make money indirectly through investments in companies that are benefiting from the war. (Haliburton anyone?)

Yes, by invading Iraq, Bush gained control of all of the oil fields, and he has many ties with oil corporations, seeing as he used to work for one.
