As an accountant I am always asked if I know someone reliable like you to help small business owners.
I suggest you approach a local accounting firm, and ask if you can advertise on their newsletter.
Also run a referrals programme.

I'm in your business.
1. I wouldn't get into the build/repair business. Seriously... you can't compete with the Dells of the world. In order to make a profit you'd have to buy a truckload of stuff from each vendor, and you'll end up with 100,000 PCs in your garage, wondering how you're gonna sell them. They are using labor for China, and you're gonna get paid China wages in order to compete. Never compete in a market where you're a commodity. Heck, even IBM got out of the PC market!
Instead, find a profitable niche -- for instance, building turnkey NAS servers, or POS (point of sale) systems, etc etc.
2. The best advertising is word of mouth. A 3-cent business card is your friend. I've tried radio, TV, newspaper, direct mailing, etc etc... and nothing works like word of mouth.

Try Online advertising.
There are a few ways to advertise online that cost you such as PPC and banner ads.
There are also free ways to advertise your business online that you may or may not know about.

I'm a freelance technician. I have line ads in local HOA newsletters, but most of my business is from referrals. Be sure every customer is happy, then give them two business cards: "one for you and one for a friend".

I agree with geek49203, building PC's in a no profit game... Target the home users who have problems with their PC's .. "It wont boot up" , "The printer just wont work"... "Its got a virus - help!"... this is the kind of work that cheap labour from china can not attend to, plus you can charge a "decent" rate for yourself and the customer. (I am assuming that you are "desktop" proficient, eg can trouble shoot PC's)
The $0.03 business card in local shop windows and on business card boards in one good way to obtain clients... at my local sandwich shop i put my card up (free of charge) then promptly scored two web development jobs at $1200 each !
All the best in your new venture. I was just reading my own post - i must be MAD to have only one business card posted in the locallity, i have got to get more out there :-)
I am not sure if VistaPrint.com service the USA, but they do "Free" business cards... you just pay about $8 for the carriage

You are going into the wrong field. Get some training in programming or lan's, wan's or something other than hardware.
You'll work yourself out of a job and not to mention that the people having issues with their pc's really suck. They don't even want to know why it went down or how to avoid the problem in the future.
