it was used in a political cartoon to portray president Jackson...in comparing him to a mule, they were saying he was stubborn and stupid. for one reason or another, the symbol stuck.

the republican elephant came in a later political cartoon involving an elephant in a circus or something along those lines

The person who started the Democratic party was Andrew Jackson. In opposing political campaigns, Jackson was called a jackass. He liked the image so much that he made it the symbol of the democratic party. Funny enough that the first democratic president in office leaves the country in ruin.

Animals are frequently used to characterize communities - activities communities, golf equipment, etc. because of the particular characteristics with which we locate them. Simplistic little question yet effective symbols and far extra effective than, say, fruit or plant life.
