It's a part on the bridle for a horse.

There isn't a throat latch on an animal, but there is one on a bridle. It's the little strap the goes underneath the horses throat and latches or buckles which would probably be the reason for the name.

The throat latch is part of a horse's bridle. It is named so because it loosely crosses under the horse's throat and is fastened on the left side of the bridle.

It's the loose skin underneath the chin. I believe it's called that because a wild animal would "latch" onto this vulnerable area to bite through the jugular vein.

On a horse- it is right where the end of their skull/jaw meets the neck- behind the cheek bone.
