i dropped a stapler on my foot and it hurt like @#$% but i didn't break any bones. just some agony and a bruise. if that biscuit can weighs more than a stapler then i guess a fracture or hairline crack in the foot is possible.

it doesnt have a strong enough impact to break your foot maybe sprain a toe

It would probably depend on how strong your bones are, how hard the can hit, and where it hit at.
