Right, so I heard today about a new driving law that has been passed in Ohio, limiting the number of non-relative minors in the car with someone under 18 to only 1. Does anyone know what this law is called cause I wanna check it out and see when it went into effect and the provisions of it. Anyone heard of it?

It's called HB 343
The relevant section of section 4507.071(B)(4) reads:
"No holder of a probationary driver's license who is less than seventeen years of age shall operate a motor vehicle upon a highway or any public or private property used by the public for purposes of vehicular travel or parking with more than one person who is not a family member occupying the vehicle unless the probationary license holder is accompanied by the probationary license holder's parent, guardian, or custodian."
Basically what you said, except it appears that the age requirement is 17, not 18.
It was sent to the governor on 12/27/06, he has not yet made a decision, but he is expected to ratify it.

Let me slim this down for you as some other answerers were unable to do:

As of April 1st 2007 licensed drivers under age 17 will be restricted to only one non-relative passenger

As of April 1st 2007 licensed drivers under age 17 will not be permitted to drive after midnight without a parent or guardian in the vehicle.

This law aims to curb the rash of crashes that kill carloads full of friends. There was a girl locally who was ejected through the back seat of the car she was in with three non-relative friends and died a couple of days later in the hospital. Alcohol and excessive speed were not involved. It was simply the minor driver's inexperience on rain slick roads that caused him to misjudge how to apply the break when taking a curve in the road. The point of the law is that there will be less distraction in the vehicle and younger drivers will be able to learn quicker and their fatal mistakes will kill less people.

It's a common law in many states now!

It's curbs distractions in the car, nothing worse than a car load of teens speeding down the highway. Too many wrecks and wasted lives have spawned this new policy.
