they sometimes talk for attention. most birds chirp but a parrot talks because it is trying to find it's own "voice". back in the 70's there was a kind of signal that some parrots picked up a learned, some how it would turn off their owner's TV for the attention.

There is no question that some parrots show signs of intelligence. Yet, it is important to understand that these mimicking birds do not really understand what they are saying. Parrots just repeat sounds that they have been taught. Talking to a parrot is basically like talking to a tape player or a Furby doll. (And even then, you never know if a parrot will talk back.) The fact is, even though some birds can be "trained" to do certain things, they cannot reason or have real, human-like conversations.

Parrots in captivity talk because the sounds it makes produces attention from its owner. My African Grey doesn't say much when she is with me but talks up a storm when she is in another room and is being "ignored". She then runs through her whole repetoire because it causes me to talk back to her - attention!

They don't talk. You can say they are good listeners and they mimic the human sound if you make them listen to the same words several times.
