The word civil is not referring to the style in which in the war is fought. It's directed more toward the nature of the war.
Like a civil court case. The war is between two parties of the same nation who demand change in a non-diplomatic setting.

civil has two meanings. the first basically means pacifism. the other refers to "the people" of the citizens of a city, nation, etc.
