Gone With the Wind- It's a classic but extremely long. I know you said short so you might not like this one but it's definitely worth reading. It's takes place at the time of the war, and isn't completely romance but there's a lot of great love parts. The main story is love, but theres a lot going on in the book.
Twilight (Stephanie Meyer)- It's more of a young adult book but still extremely good. The theme seems kinda stupid, but as soon as you pick the book up you won't want to put it down. It's about a girl who falls in love with a vampire(yes i know sounds stupid). But it's very good. Everyone I know, even the people who don't like romance love this book. Its an 11/10 for sure.
Tuesdays With Morrie (Mitch Albom)- Okay so this isnt a romance but it's extremely inspirational and I recommend this book to EVERYONE. It's about this man, who finds out his favourite college professor is dying, and he flies in to see him every tuesday, and the professor teaches him how to live. Together they write this book, and it's actually a true story and the book you read is the one they wrote together.
Redeeming Love- It was mentioned before. A VERY good book.
ALSO ANYTHING BY LISA SCOTOLINE!!!- She fits your description PERFECTLY. She has a series, and its about this law firm, and its only women, and they take on criminal cases. There's usually a love plot, and yes its sensual and sexual, but it also has something to do with life. A great mystery too. My personal favourite is The Vandetta Defence.
I hope these are enough.

Several of the reviewers have recommended Francine Rivers' book Redeeming Love. I have heard it was excellent, but I haven't tried it yet. Rivers' books are a bit too violent and gory for me-atleast the Mark of the Lion series was.
I recommend The Blue Bottle Club by Penelope Stokes. It seems to fit all your requests.
Christy by Catherine Marshall and The Locket by R.P.Evans you might like as well.

Redeeming Love by Francine Rivers.
It fits all your particulars, and is probably the best fiction book I've ever read. And the one I give away as a gift.

Round Ireland With a Fridge by Tony Hawks (no relation to the X-games guy). Truly inspirational... in a odd way... and he does have sex once :-)

"The Last American Man" by Elizabeth Gilbert. Or, if you like short stories I would recommend anything by Pete From. Almost all of his stories are all of the things you mentioned
