Actually two planets rotate west to east (retrograde) Venus and Uranus.

It's either Uranus or Neptune, but I forget which.

[ADDED] Just FYI, retrograde is caused by turning a planet upside down. There's no way a planet's rotation would slow, stop, and then reverse. If meteors are involved re Venus or Uranus/Neptune, it would only be by forcing the planet to change the orientation of its axix, probably by pulling/pushing on the magnetic field.

Venus rotates clockwise. This is called retrograde rotation. All the other planets rotate counterclockwise, or prograde rotation.

It is venus. This is said to be caused by an early impact by a large meteor. IT's called retrograde.
