well cigarettes make blood flow weaker, so for instance a lot of smokers will get cold hands in mild temperatures, since an erection requires blood then i think the warning label is at least partially true, it will be more difficult i believe
but then i am not a smoker, that's just what i've heard

Absolutely, especially after smoking heavily for years (more than one pack per day). The smallest blood vessels in the body are in the brain and the penis - so they are the first to be affected. I am a doc and my husband has this problem at age 45, but still cannot quit smoking.

They impede blood flow. Since it is the filling of the corpus cavrinosum with blood that allows for an errection, than it would logically follow that cigarettes could make it difficult to achieve errection. Yet another good reason to quit smoking.

They certainly can. As others have said, nicotine retricts blood flow to the area. Smoking also makes you very unattractive to most women. Your hair and your clothes stink, and kissing a smoker is like licking an ashtray!
