I don't know if this is illegal, or whatever, however, I do know it is deplorable to do so and must be stopped. Christians want to know why people are beginning to hate them more and more. This is only one of the reasons. I have Jehovah's Witnesses knocking on my door offering to TEACH me why their religion is the only right one to adhere to. My reply is always polite, but I am sure to remind them that the name Jehovah never existed in the bible or elsewhere. God's name was Yahweh which was misinterpreted to Jehovah. This is a fact not BS.

The students themselves have the right to pass out tracts of whatever they want as long as it does not put others in danger or put other students at risk.
Now if that school said "as an organization - we are going to give are students aitheist literate, etc, etc." It would be illegal because the Public school itself is supporting that cause directly.

it depends on who is passing it out. if its a student there is no issue, staff there is.
and some schools have rules about passing out things due to students passing out things about parties and school liability. if the school has that rule then they can get the detention or suspension or whatever consequence. the punishment could be argued as anti-1st amendment, but then again the school has a right to have its own policies.

If it's a student passing it out, it's ok.
If it's a faculty member, it really depend on what school policy is. Technically, they aren't supposed to do it, but if you interpret the 1st Amendment the right way, it also OK.

No it is private property and you don't have the right to do a whole lot of things on private property. I know your thinking it's a public school but it is also a state run facility therefore private property.

If it is a student you can do if it is a faculty member they can not. I see nothing wrong with it. I like the second part of your question. I would like to see if they were stopped

depends on who is doing it.
if a private organization is doing it, and has been given permission, then it should be ok, as long as they don't bar other religions form doing so.
if the school or a teacher is doing it, it should be illegal.
