I wanted to install ATI and it requires a driver called VGA to be turned off in order to be installed succesfully. Please help me quick.

That can be done by entering the BIOS.
Disable onboard video.

When you restart your PC press either "Esc, F2 or Del" to enter BIOS, BEFORE YOU SEE THE WINDOWS LOGO ! ! !
You will see a blue screen with many options, look there to disable it, save and exit.

UNLESS you are using a DVI card, I think you have misunderstood the instructions.
The VGA driver is the "basic" driver that allows your monitor to work BEFORE the OS gets loaded.

The ONLY exception is if you have On-board video that needs to be turned off in the BIOS when you install a "separate" video card. That will disable the on-board video but will NOT disable the VGA "driver".

I use ATI cards quite often and have NEVER been asked to turn off the VGA driver. Disable the on-board video, yes.

You probably have an onboard video controller you are using. You must turn it off in the computer's BIOS. Than insert the ATI card. You can enter the BIOS setup when you first turn your computer on.

go to MY COMPUTER and VIEW SYSTEM INFORMATION. under HARWARE go to DEVICE MANAGER. find the VGA device in the list and right click it and DISABLE it. or remove it if it is not onboard.
