You would actually need a third party application for this, like Hotbar or a similar add on application. Most of them are classified as spyware or malware, as they install themselves on the recipients computer without any action on their part (piss a lot of people off that way, and end up in a lot of junk mail filters too). Plus, if sending to a corporate email account, it would more then likely be blocked and they would not hear it.

If you have Service Pack 2 installed, the option to insert sound in email messages is disabled in Outlook, but not in Outlook Express.
Start Outlook Express, point to New on the File menu, and then click Mail Message, on the Format menu, click Rich Text (HTML) and on
the Format menu again, point to Background, and then click Sound. Click Browse, and then locate your sound file. Click your file, and then click Open.
In the Repeat Settings box, click the number of repetitions you want.

Create mail, on the menu, click on Fomat then Background. Click Music then browse to choose the music file you want to embed on your e-mail.
