my brother and i were talking about the new movie "children of men" and we both thought of a movie similar to it that came out in the 80s or 90s that was similar in plot.
all we can remember is that there is a scene (perhaps the opening scene) where a woman is on a bridge trying to get across from one land to another and she gets shot. apparently the country she IS in doesnt allow more than one child or no childs or something like that and she is trying to escape to the other side of this bridge or wall that DOES allow such things and she gets shot or captured. the other thing we remember is a large prison or jail or something that thousands of people are in.
its set in a very gloom dark future... at first we thought it was with jean claude van damme, but as we thought about it more, we realized that was actually not right.. but maybe that helps you get on the right track.
