Cuz he doesn't know what he wants. Yeah he THINKs he want the heart, but maybe it isn't. It worked on elizabeth for will.

jack compass is unable to work b/c the compass is made to point to what the person holding it desires most and well jack simply desire everything and hence nothing more than any other thing which cause the needle in the compass to spin and not stop on anyone thing that is why it does not work for him.lol i should posses such a compass but we each find of have it its call one innerself,intuation ,soul ,listening to on self etc.l hope this is the answer which best suits you until .

According to Tia Dalma, the compass points toward the thing you want most in the world, and as she states after asking Jack if he still had the compass, "Jack Sparrow does not know what he wants."
Maybe Jack wanted both the key and the Dead Man's Chest at the same time, and the compass couldn't point to both at once.
Or maybe he's just had too much rum and was confused. :)

Because the commpass is a special one that points u to what u want the most Jack wants the tresure... thats y the 2 guys steal it from him in the end of the movie.

It did work. Just not the way standard compasses work. It pointed at whatever the person holding it wanted most at that point in time.

he's torn between what his heart wants most [its NOT his heart's desire (as many people have said) its really what his heart wants most]. "jack sparrow does not know what he wants most"--tia dalma. jack thinks he wants the chest of Davy Jones, but clearly there is something else in his heart. most likely its:
a) he wants to keep the black pearl
b) he wants freedom
c) he wants to get married (haha)
d) he wants the chest of davy jones so that he can get the heart and control the sea (ohh doesn't everyon want that :)!?!!!)
capt. jack is rather complicated.

Because it is supposed to guide you towards your heart's desire. Jack let's his heart waver too much, sometimes he wants gold, sometimes he wants women, other times he wants only his ship. his heart can never make up it's mind (no pun intended) so the compass is never steady, like it ought to be.

because it only points to what you really want.. what your heart desires most. He has to truly want the dead mans chest and also want it for an unselfish cause. elizabeth was able to find it because she wanted the dead mans chest to rescue her sweetheart.
