Yes . Usually an "elective" course is any other of the offered courses at the institution that are optional in the curriculum.
Most institutions have a "core curriculum", which includes the required number of units in the student's major, and other courses within the department required to receive a baccelaureate degree in arts or sciences. They may include courses required in philosophy, government or history, social studies, sciences or mathematics, physical education, and so on. Each institution has their own version of this curriculum.
Colleges and universities may have curriculum requirements to achieve and maintain accreditation by state or regional university bodies.

There are required electives which the college will allow you to fill by taking a course that is not apart of your major courses. So say you were majoring in English but needed to take a music class the music class is your required elective. A free elective is any course that you are not required to take as a part of the major and usually can come from any department in the university.

If the electives have no specifications at all, then they can be anything. The best person to ask, however, is an advisor at the college in question.
Sometimes an elective will be limited, saying that it has to be a certain level class (e.g. 200- or 300-level or above). In this case, that would be the limitation.
