if they are a really good expensive pair you can soak them over night in a baggie or cup of baby oil. rinse them carefully with warm dish soap(a good degreaser one ..dawn is a good one). rinse again and use eyebrow brush to smooth through. if they aren't real great ones throw them out. the baby oil with degreasing soap helps loosen all the gunk off. also you shouldn't use waterproof mascara if you can help it and want to keep them for a while. i find waterproof mascara is heavier, more laden. good luck

I dont really clean mine. When you get done wearing them for the day just pick off the old glue with your fingers, this keeps them neater looking and makes it so they dont clump the next time you put them on. I usually can wear mine for 4 or more days , depending on how much mascara I use before having to buy new ones.

soak them in rubbing alcohol : it will break down the compounds in the glue.
