Where can I download a open source irc daemon (irc server)?

I am trying to find a open source irc daemon that I can use for windows not linux. It doesn't even have to be open source really as long as it is "freeware".

http://www.pscode.com - has source code for many apps - but you have to have the programming language (VB, C++ or whatever) on your computer in order to run them.
