If you need a room for yourself, it's going to be rough because DC is pretty expensive. However, if you're staying with some friends, I'd really recommend Helix. The daily rate is on par with most other hotels but they have these rooms with a queen bed, bunk beds AND a futon. It's a super trendy place (they have barbie and ken photos up on the wall!) and has a really swanky lounge. Stayed there when I was attending a big bash and the room was set up so that we had 4 girls in one room with plenty of space for everyone.

Call one of the colleges (Gallaudet, George Washington, Georgetown, etc.) and see if you can stay in an empty dorm room as a visitor. They don't always have empty rooms, but it's worth a try, especially during the summer!

Some years ago, I found a Holiday Inn in Chinatown. It may be that you can find a Motel 6 there. You should do the reverse. Find cheap motel chains, then go to their websites and find out what locations they have in D.C.
