The best fix for this is to add more RAM to your PC. Win XP does a good job of manage virtual memory so you don't need to change the settings if you don't want to. There's no right setting, because every pc is different. You can try disable all unecessary apps running in the backgrounds and turn off some of win xp visual effects.

Whatever programs your are running are taking up too much RAM and forcing your computer to use up all of its virtual memory as well. You really want to be using as little virtual memory as possible, but at least have enough available. Using too much virtual memory causes your PC to run very slowly because of technical details regarding what it is and how it works. The default settings for VM will be fine if you have enough RAM. Increase your RAM and that problem should disappear. Just how much to increase is based on how much you currently have and what you plan to run with it. Generally, if this sort of problem is occuring, I would add at least 256 MB of RAM.

If you mean virtual memory, you need to free up some space on your main hard drive. If you get an error saying illegal operation, you need to free up space on your main drive. Your main drive is the one with your operating system.
